As of January - 2019, Big Blue Button supports sharing YouTube video. Please see the following link:
However, I am unable to find this feature in BBB on my moodle cloud site.
Any help would be greatly appreciated.

The description of the video you have linked to mentions https://test.bigbluebutton.org/ and I believe the Youtube sharing might not have been released in BBB itself yet.
Since MoodleCloud BBB server is managed by BBB itself, I have forwarded your question to their team. I'll let you know if and when this option is coming to MoodleCloud.
Also, I'll point out that this is only in the new HTML5 client, which (on LInux at least) I can only access from Firefox.

Tested the new BBB YouTube feature & must say it's very impressive!
Question. As some of our students are based in China, and YouTube is blocked by China's Great Firewall, how could we PUSH video contents to the students in China either locally from the teacher's MacBook, NAS or other recommended method for Moodle Cloud users.

Being a web service one can not "push" a Moodle in to the classroom. If the teachers can handle video files a portable Moodle could be the solution. See MoodleBox http://moodlebox.net, for example.

Sharing videos with a classroom using Moodle goes beyond this discussion on MoodleCloud's BigBlueButton integration, so you will find better hints in the general help forum.
I would point you to https://docs.moodle.org/36/en/Media_embedding as a first step - you can host a video anywhere and provided it's in the good format, it should play on Moodle. Youtube is convenient, but there are plenty of ways around it.

Thank you Visvanath Ratnaweera & Mathieu Petit-Clair for your comment & suggestion. Sorry I did not made myself clear enough, with hind sight, I should have emphasis it's the inability to share YouTube videos during teaching session using BBB that's causing the issue & question.
Maybe a solution could be provided by BBB in not hard coding YouTube only for 'pushing' video to participants.
