My role: Admin and course creator

Background: I'm nearly done setting up our Moodle site on a test server. (Someone far more techy installed it; I sort courses' structure and content.)

One of my courses had a Main-type Glossary activity (2) that I'd imported from a different course (1).
I deleted this activity (2) since deleting every entry in it would take too long -- public release is coming up fast.
I added a new Glossary activity (3) but it's stuck as a Secondary glossary only.

Problem: Any new Glossary (4, 5 etc) is now stuck as Secondary too. Is this as expected or a bug? I hope it's just a mis-clicked setting somewhere.

Attempted fixes: I thought it was from uncleared caches etc so I cleared them and ran the relevant scheduled tasks.
Just in case, I then logged out, closed all tabs (Firefox 65.0.2, 64-bit) and reopened the site on our test server.
After no luck, I purged all caches (very few test users so nbd). Still nothing, and no upgrades have been pending (except v3.5.5 and 3.6.3+).
