Plugin didn't install scheduled tasls

When we upgraded  plugin for a 3rd party integration we've used for some years, it has failed to install it's scheduled tasks.

Are scheduled tasks nothing more than entries in the mdl_tasks_scheduled table?

The scripts in the plugin/tasks folder look fine, as does the entry for them in db/tasks.php

Can I just insert the 2 rows in the mdl_tasks_scheduled table to be able to scheduled these tasks? Or are there other dependencies?

Unfortunately, excellent support from the vendor has not been forthcoming...

The upgrade failure seems to be related to moodle_temptables; we're on windows/mssql which is unusual enough that it probably wasn't tested fully.
