Hello,
I had a problem to upgrade to 3.6.3 because of a deprecate module Assignment. Delete the folder /moodle/mod/assignment solve the issue.
Be sure before you to the upgrade that you are not using this module. It is replaced by Assign (/moodle/mod/assign).
