Stuck in update cycle

I recently went to notifications and was surprised to see new setting notifications for a series of items.  The items that it appeared for are:

New settings - CAS server (SSO)
New settings - External database
New settings - LDAP server
New settings - Shibboleth

I want to just keep the defaults, and proceed, however when I click Save changes at the bottom of the page, I return to the same new settings page after a moment.

How do I clear this?  How do I get Moodle to save the changes and proceed?

What version of Moodle?  There was a bug a while back regarding the LDAP settings and mapped fields - I wonder if that is what you are running into...do you use LDAP?

Sorry, I should have mentioned that I am running Moodle 3.6.2.

No, I don't use LDAP.

I have used Moodle for years, but haven't seen this issue yet.  So it is really puzzling to see.

Is there perhaps a required field that you are not filling out?  You might also try clearing caches and see if maybe a cached page is just causing this.
