Capabilities required for 'Browse list of users'

Hi Moodle community,


I would like to be able to provide other staff in our organisation with the ability to use the 'Browse list of users' option.
However I was surprised to discover that apparently requires both the moodle/user:update and moodle/user:delete capabilities.

I'd like to suggest that changing this be considered.
Surely a case could be made for the ability just to view, without the need to update let alone delete.

So I'd be interested to find how many other people find this arrangement unusual.
There's an existing Issue for this in the tracker and an expired forum post.
I'm not sure why it hasn't received more comments and votes.

Hi Andrew,

In what context should these colleagues be able to see these users? In any Moodle, for those users who can see participants at site level, there's the ..user/index.php?id=1 page to consult with the full list of users, but without the delete and edit tools. 

The permission for this would be: 

moodle/site:viewparticipants

Thanks for the message.

That's not a screen I've seen before, but have been able to reach it using your URL postfix.
Is there a standard navigation path to arrive at it?

They would need this at the site context in order to be able to browse all users.
