This is probably because you have set Maximum grade to 2.  Try setting this to 6 or something like that, and report back if you still have a problem.  Below is a picture of my favorite settings.  I don't use "Count" but instead, use Sum.  I typically require 4 posts, but by using Sum, I can give a student a 0 or a 1 if their post is too brief, off topic, or of lower quality.  Also, I like to set the Restrict Ratings  "To" date to 5 minutes after the due date for the discussions.  Then I cannot "rate" posts after this date, which is a great indication that the student posted too late.
