I am using version 3.5 of Moodle. I want to track "student's completion time per given task" and "total completion progress" but I cannot find the ideal plugins. Do you have any suggestions?

You probably can't find plugins for these in the Plugins repository @ moodle.org/plugins, because both of these are core features. If you're using Moodle 3.5, enable activity completion tracking at site and course level to track the activity completion report. There's also the course completion bit that can be consulted.
Another option to add is the Completion Progress block that can be added to any course.
