You can do this with the reengagement activity. It can be hard to understand, make sure you read through the examples in the docs.

The setup is really hard to understand, you are completely right.
I have tried to use the plugin as an access restriction tool.
I have two activities, A and B. Activity B may be accessed two weeks after Activity A is completed.
I have interpreted your quote "set access restrictions to the quiz so that it is available only after the re-engagement is complete." in the following way:
I set the restrictions
1. activity completion for Activity A
2. activity completion of Reengagement for Activity B
Does it make sense?
