Is it possible that the guest users, without any authentication, can participate in an anonymous questionnaire?
I need an answer very soon.
Is there any particular module that I can install to satisfy this situation?

It is not possible with the Questionnaire plugin but you can do it with the Feedback activity

I am also having this issue. Anonymous questionnaires cannot be viewed by guests.
The documentation is really confusing, because it says that anonymous questionnaires can be accessed by guests - though in practice it appears not.
I've just spent quite a bit of time creating a questionnaire on the basis of the information in the documentation, only to find it is misleading... how can this be fixed?

The only way for guests to access questionnaires is to override the activity module permissions (Site Administration > define roles > Guest > Questionnaire). I allowed "read own responses", "complete and submit a questionnaire", and "view a questionnaire". Once you do that you're all set.
Actually, even this will not work. The only way to allow guests to complete questionnaires is to edit the moodle .php files (which is not recommended). You'll have to authenticate the users or use other survey tools.
