Hello Harmony. Do you perhaps mean Moodle 2.8 Moodle 3.8 won't be released until next year? Can you share a screenshot of where the restriction is to clarify? Normally if you have any activity restricted then you click into it and then scroll down to the section Restrict access and click the X next to the restriction - but if that doesn't work for you, let us know so we can advise further.
