New users cannot be added to a course

Dear Members!

I have a Moodle site, https://www.cspl.hu/moodle.

I upgraded this Moodle system from 3.6.1 to 3.6.2 before yesterday.

There is only one course about transport. 

I created nine users yesterday (one of which is the Trial Student, with my mail address, other real students, with own mail addresses) to participate in this course. I did this in 

Dashboard / Site administration / Users / Accounts / Browse list of users / Add a new user

Part of the thing works so that after the user is created, the learner receives a notification from my Moodle system (where, with what username, what password to log in), the learner can sign up, but she or he cannot take the course. 

I tried to sign up with the Trial Student. He can't take the course too. 

I simply can't add these new users to my course anywhere on my site. These users are not visible when I open the course, and then click on the Participants link, so I can't to add these to the course.

Or have I corrupted something when updating my Moodle version, or ..? 

What do I do to solve this problem?

Hi Pál Csányi 

 Did you check whether the Self/Manual enrolment for that course is  enabled or not.

 if  Self/Manual enrolment is not Enabled for that Course then enable it by logged in from admin user and go to:

 Course Administration /users/enrolment methods/

and then enable self enrolment.

(Same way to enable the manual enrolment)

Now each user can access that coursesmile
