Changing CSS in Formal White

Ok I am so confused I cant even make sense of past posts. I am trying to change the stylesheet for Formal White. I am using this theme because I have uploaded my own logo. Now I am trying to change the background and text colors to no avail.
I have tried changing fw_color.css in formal white folder and nothing happens. What am I doing wrong.

Something that stumped me for awhile when first attempted CSS changes was as you describe - changing the file and nothing happens when you reload a page in your browser.  The solution turned out to be in the fact that I had not cleared my browsers cache after I made the change to the CSS file.  In IE Ctrl+F5 clears your cache.  This seems to be a common problem scenario when beginning to work with CSS. 

It's too bad Moodle forums don't have sticky message capabilities because I'm sure this problem and solution would be near the top of the list on a FAQ.
