Sounds like provider upgraded php to a version that is no longer talking
to moodle 2.8.x.

In a previous posting you checked environment and found that 2 PHP extensions
should be turned on/installed.   Were you successful in doing that?

Debug turned on do you get the same or similar as this:

https://github.com/iomad/iomad/issues/437

which had to do with issues in iomad ... a fork of core Moodle.

Suggest some useful info about your system could be shared in your profile.

What operating system? Version of that operating system is? (server php info in your Moodle does hint at that)
Version of PHP? (server php info in Moodle)
Where hosted?   With provider ... then provider name ... like Liquid Web or TMD
If hosted with provider, what package are you leasing?  Cheapo, Medium?  Providers do have names or call them something - and they provide server specs as well.
Where you are hosted ... is ssh available (that would be only if server OS is Linux flavored)?
Got cPanel or WHM?

Am i North America, but 'picky about what I will work on' ... call me a Linux bigot,
that's ok by me! ;)
