Think I'd try this ... in moodledata directory ... that's moodledata ... not the code ...

manually remove contents of moodledata/cache/ moodledata/localcache/.

No need to restart any services, just use browser and hit site.

Above is safe to do as Moodle should rebuild caches as you click around.
