Did you set your Restrict Access condition for the Certificate Activity = Quiz Score = 100 or Quiz must be Passed options?
Note: Your Quiz Completion Activity = Quiz Passing Score is 100.

I have put access restriction to a certificate activity that it will only be accessible if user has passing grades in quiz, however i want certain users (say some privileged user) to see other users certificates but hide their own if they do not have passing grades. Is this possible? I have the link of other users certificate but it gives me 'activity hidden' error when i try to access from 'those privileged users' account.
