Isn't there a setting that toggles between the 'Add Activity and Resource' button and two menus ('Add Activity' and 'Add Resource')? For some reason I remember seeing one, but can't find it in my version 3.3 site. Thanks.
Individual users can find it from their Preferences (the Course preferences link) from the user menu top right.
