If you're looking to pay someone to develop this, you're best off contacting a Moodle Partner who offers development, or post on the Moodle Jobs board. I believe it's discouraged for people to actually offer paid services in this forum, but if you approach someone who does this professionally with a detailed specification of what you want, they would be able to give you an idea of the cost.
