If you want to move questions from Quiz to a Question bank category, it is possible.
Those steeped in Moodle Lore would say your just moving from one question bank category to another. While technically true, it not obvious how.
When you look at the standard Question Bank at the Course level, the individual quiz question banks seem to be hidden. The trick is to realise that because you are viewing the question bank at the course level you can't see the quiz level questions: you need to be viewing the question bank at the quiz level!
So how do you see the quiz level question bank?
You edit the quiz => select "Question Bank" => then the Quiz Category appears in the Interface.
Once there, you can start moving Questions around between any Question Bank categories.

So the steps in detail:
- Create a stack of new categories at the Course level.
- I want just a list of course quiz links, so...
- In the Activities block, I selected Quiz Activities
In the Quiz Administration
- Select Question Bank
- Open the Select Category drop down
- Select the first Quiz option => all the quiz questions will appear.
- Select All questions
- With Selected change the destination category (eg to the Course Question Bank category you created earlier)
- Select Move To >>
