I just replaced the old certificate module with the new custom certificate module, which I think is pretty slick and easy to use.
I programmed the email in the certificate at the course level to send to the HR department and shortly after I hit "save changes" the module sent out a new email for everyone who has completed the course saying they just received their certificate. I'm getting a lot of angry email from HR for flooding their inbox!
I deleted the email for the time being.
When I went back into the course and viewed the certificate it had populated the recipient page with everyone who has done the course, even though I just programmed the new certificate. The awarded dates are all the same, but if you actually view the certificate it shows the date their were awarded. And I don't think the table is displaying properly because it doesn't look like the one in the help document.
I haven't deleted the old certificate yet, but I have it hidden. I'm running moodle 3.3.7 on this site.
