You can add questions to your quiz, and the order in which you see them is the order in which they will display, as long as you don't check the "Shuffle" option.
You can drag them around using the left "move" icon.
(I am using Moodle 3.5 and Boost theme.)
Thank you for your reply. But I mean scrambling words in a sentence and having my students drag and drop them back into order. I have not seen that feature on MoodleCloud.
Have you looked at the "drag and drop into text" question type?

Actually, I heard this plugin is not available on Moodlecloud.
Great plugin--'Ordering' can do horizontal and vertical ordering. A crime it's not standard.
