i cannot upload my theme plugin, erorofile under 1 MB can upload but if over 1MB alway error, my server is ubuntu server 16.04 and i haved edited php.ini upload_max with 256 MB

Have you also made sure the setting within Moodle allows files that size?

Try turning debugging on and see if there is an error that comes back with it.
