My Moodle version is 3.3.1
students when switching question in quiz from 1st to second or vice versa . it is taking some time .
it is a server issue or client desktop issue ?
please advise .

Almost certainly a server issue. You need some monitoring on the server (e.g. Nagios) to try to find out what the limiting factor is (CPU, memory, disc throughput, ...)
