Is there a css or other method to change topic background color upon completion of all activities within a topic?

Interesting idea, Don. I think the answer is that right now, no.
Gareth will probably provide his thoughts. My thoughts are that this would take quite a bit of programming, but I really don't know.
You do know that the “current” topic can be highlighted in a variety of ways.

No and it would be quite a bit of work. Did you want the colour (to be a specified setting for the course and / or site) to be set once it immediately happens or on page load? As the former is AJAX and even more complicated.
