I've got an issue during the installation of Moodle.
Version: last from official site 3.5.1 (9 Jul 2018)

Issue: i start the installation, go step by step until the step where moodle asks to create/modify admin profile.
Passes to js files and css styles somehow incorrect for me on that page.
As i don't have JS files on the page i can't move forward or skip the step.

Have you looked to see if those files are where they are supposed to be? The Boost theme is standard so why are they being referenced via a hash code?

When you upgraded, did you copy the config.php file, then deleted existing code, then unzipped downloaded code into the Moodle root directory, then returned the config.php file, overwriting the root directory, unused, file? Or was this a vanilla Moodle?   

If it was not a vanilla Moodle, did you do anything fancy to the theme or the code of the previous Moodle?
