I am investigating further the issue. I have tried to manipulate url to access report page for the responses using the instance id of the main public questionnaire. I have seen no responses alert. And then I tried to access another standalone questionnaire, "View All Responses" link was gone too. Next I manipulate the url of standalone questionnaire report with his own instance id, then I was able to see the reponses and see the "View All Responses" link appears again. Very strange...
So, it is working now?
If so, sounds like it might have been a caching issue.

Nope it does not work for "public" type questionnaire. I am not be able to get report for "public" ones.
