responsivity and columns are not generally a problem. If width is to small they can move.

As experienced user we know  a lot of  ways to work around non optimal situations. But this a re only workarounds.

If you try to  teach a teacher they think its ugly.
If you have a teacher who was trained but is using it only sometimes he will be be confused.
Other options like import or tour are only workaround because it makes no fun to edit questions in Moodle.

I agree that the quiz module is powerfull and I  think there are really good reasons for all the features. It was a very good decision years ago to make settings configurable with default settings and hiding them as advanced settings. I know that there are pros and cons for this.

We should try to  improve it step by step.
