One reason for the complication here is support for the more that one answer option. The teacher needs have the positive total equal 100% and include similar negative values for incorrect answers. The OU multiple response question type is more user friendly. Unfortunately since some big institutions have this installed, there may be less motivation to fix in the core question type.
