I think I figured it out. I needed to select Specific feedback under the Review options - During the attempt.
I had previously thought specific feedback was feedback that depends on the students answers.
On issue for me is a newby is that moodle seems to have a bit of a language consistency problem. If the word Hint is used in the part were one creates a problem, why is it not used in the Review options part as well? If instead of "Specific feedback" it had read " Show hints", I would have figured this out earlier.
