There should be info about it in the Quiz quick guide just a little down past the middle of the page at https://docs.moodle.org/35/en/Quiz_quick_guide, but it is missing.
The part about Maximum grade causing the question point value to automatically scale is just not there. I only knew about it from running quiz tests in more than one go round of Quality Assurance testing for new Moodle releases.
