Hi,
I am facing an issue where I cannot create a block on a course category and only be displayed for the teacher role on the teachers courses.
Steps:
- Create HTML block on a course category
- Make sure the block is displayed on all subpages
- Make sure the block is displayed on all subpages
- Set permissions on the block so only the teacher role can see it
- On a course beneath the category will not display the block for the teacher or any other role
- The block does however becomes visible when the teacher enters edit mode on the course (which is to be expected)

If I allow the role "Authenticated user" to view the block it becomes visble but for all users including students which should not be able to see it. I even tried to prohibit students to view the block but similar to the teacher role it does not seem to have effect on the course page.
When I check permissions for the teachers they do indeed have the teacher role on the course context but for some reason it is not having an effect on the block.
I have added a screenshot of the permissions that do not work.
