Learners can't reply to forum posts or create new discussions

I'm using Moodle 3.4.3 (Build: 20180517).

I've created a single activity course and selected the Forum type. When setting up the forum I chose the Standard forum for general use option and manually enrolled all of the learners into the course as students.

Whenever a student goes to the forum they see the message:

You do not have permission to add a new discussion topic for all participants.

No Add a new discussion topic buttons are displayed in the forum and neither are any links to reply to forum posts displayed at the bottom of a post.

When logging in as an administrator or one of the forum managers all of the buttons and links for starting discussions, and replying to posts are displayed.

I've checked the forum permissions and students are allowed to:

  • Reply to posts (mod/forum:replypost)
  • Start new discussions (mod/forum:startdiscussion)

Any help or advice would be much appreciated.

Have you checked it is not set up in group mode in the forum settings?

If you set a forum to use groups then it can cause this kind of issue, particularly if your students are not in a group!

I have a similar problem, although yesterday students could reply to the discussion forum, but today they can't. It's a standard forum, no groups and the permissions show that students can post and reply.


I can't seen any time or post limits. How can I fix it so they can use the forum as a discussion without having to keep adding new posts?
