That's a PHP version error. Your 1.9.5 is running under php 5.3.x probably. Moodle 3.5 *requires* php 7.0.x at least.
Consult with hosting docs/helpdesk to see if you have php 7.0.x available and how to set where you are going to install the 3.5 to use php 7.0.x (or higher).
There have also been changes in the version of MySQL required. So check that also using the 1.9.5's environment link ... update the component then choose 3.5 as version in the drop down.
