So I did an upgrade and it looks good but just in case, I turned on the developer mode debugging prior to starting the upgrade and got this cache configuration file out of date warning.. I think it's a warning ...

RHEL 7.5 64-bit, PHP 7.1.x, MySQL 5.7.x, Moodle 3.4.3+ (BUILD: 20180607) (2017111303.03) - yesterday's build

What is this and should I be concerned and what is the approach to fix it from happening again? The cache folder is empty.

....

-->logstore_standard

Thank you

I don't think it matters unless you see it lots.

It's just informational, not an error.
