Unable to set 'department' and 'institution'

I found several (closed) threads on this forum about the inability to set a user's institution and department using core_user_create_users


These are key profile fields in user search and grader reports and I think they have just forgotten to program this.

Please vote for this tracker if you need to set the institution and department for users via webservices.
