Configurable reports block hidden from nearly everyone

I have a configurable reports block on a Moodle front page. Only administrators can see it. There is nothing in the block permissions to stop other people seeing it, it's not "hidden", and deleting it and replacing the block doesn't change it's non-appearance. Doing a "check permissions" check for an affected user returns a "yes" "allowed" value for "view block". 

There appears nothing in the site's "configurable reports" or "front page" settings to hide it either.

Where might the appropriate setting be?

Hi,

Go to default dashboard page  from admin user.

yourmoodle/my/indexsys.php


Add the configurable report block here after adding the block click on "reset dashboard for all users" button which is on top right.

Thanks Nitesh for the suggestion.

However, I'm not using the dashboard as the front page.

Also, if a non-administrator user attempts to access the address of a report (so independent of all instances of the block), they get a permissions error. So I don't believe the issue is on the page.
