The students already know how to use the system to gain time in the quiz.
And the announcement that Moodle make is a recommendation.
Anyone who doesn't listen to the recommendation gets more time.

Is some software being used, which locks down the computer like safe exam browser?
By using this, you could prevent this problem by disabling back and forward button.

No they don't. It is the equivalent of setting the time back on your watch and expecting a train to be later as a result. You will still miss it. Checking is done on the server on submission.
