Hi.

Is there any accessibility tool that I can use for the visually impaired learners? Right now I am using this block . But since we may be upgrading to Moodle 3.4, I was wondering are there any new tools to help them?

I've spent quite a while looking for Moodle ones, but couldn't find any other than the Accessibility block.

We've now installed the free Orato text-to-speech tool (link) on most our school computers and are recommending visually-impaired students install it on their home computers as well. We're also teaching learning support assistants to use Ctrl + mouse scroll to quickly zoom in and out of text.
Haven't found a solution yet for colour overlays, other than messing with the monitor's colour settings.

The "ATbar" used in the Accessibility block can also be downloaded as a plugin for Chrome browsers (link). Not sure if it's being updated at all.
