are sysadmin & moodle dev roles needed for moodlecloud?

Hi, I've been watching the presentation about MoodleCloud Vs. Internally hosted from MoodleMoot Ireland & UK '16. 

At one point, the presenter mentions different roles needed for the self-hosted version, among which are sysadmin & moodle developer - 

  1. Are these roles necessary when using MoodleCloud? 
  2. Is it safe to assume that I don't have to be a tech expert to have a smooth running MoodleCloud platform?
  3. In what situations would you need specialised IT support when using MoodleCloud?

Hello there. I think the presentation is about hosting Moodle sites "in the cloud" in general (as opposed to in a box in your office) and not specifically about the HQ-managed MoodleCloud package. MoodleCloud  from Moodle HQ is already set up for you so you don't need developers or any special tech support. (Note there are certain restrictions that come with that, such as adding new themes or plugins, but on the plus side, you don't need to be an IT specialist to have a MoodleCloud site.)
