Why 'Browse repositories' button not always available?

Moodle:  3.0.2 (but problem happens in other versions such as 3.4.2)


In a rich textbox, you click the image icon, which launches an 'Image properties' dialog.  In some situations, the dialog has a 'Browse repositories...' button that you can click to launch the file picker.  The following snippet is an example.

In other situations, the dialog does not have that 'Browse repositories...' button.  The following snippet is an example.

Why am I allowed to browse the repositories in some situations and not others?

In all situations, I am the omnipotent site administrator.


A situation in which the 'Browse repositories...' button does appear:

  • When editing the content of a Label resource of a course.

A situation in which the 'Browse repositories...' button does *not* appear:

  • When editing the value of a plugin setting that is setup to use admin_setting_confightmleditor.


The latter situation is of particular interest to me.  I would very much like to be able to set the value of a plugin setting, using the rich textbox provided by admin_setting_confightmleditor, and be able to select an image file via the file picker.  I do not want to be forced to figure out the URL of the image file I want to use.
