Unable to request notification key

Although we have registered our site on moodle since some years ago, I can not request a key for mobile notifications. It says


An error occurred while retrieving key. Your Moodle site must be registered with Moodle.org to use this service. You may need to re-register to update your details there.


The version is 3.2. Moodle moderators can verify that our site is registered. The link is here.

The server where your Moodle site is installed is able to connect to messages.moodle.net (port 443) via telnet


How can I test that? This is what I get
