We are running Moodle 2.9.2. In the process of attempting to upgrade to Moodle 3, I have updated all our plugins except for Turnitintooltwo. This fails to update. It starts the update process, gets to the screen where it indicates it is updating. The browser looks like it is working and after a while it stops. Nothing happens. I've left it for hours, but it never advances nor throws an obvious error. I've tried extending the PHP execution time (to several hours), but without positive result.
I've done a bit more digging. The PHP error logs contain this during the upgrade:

I've checked everything I could think of for the 600 second timeout, but nothing gels. The php.ini file has a max_execution_time of 30 seconds, but our config.php file in the moodle directory sets set_time_limit to 7200 seconds. The connection time limit for MySQL is 60 seconds. I can't find any setting that matches this 600 second timeout.
