Yes, Eloy is working on that.
Distribution of moodle 1.6 will be with translated installation interface only. During the installation you will be able to choose the desired translations wich will be downloaded during installation. That part isn't ready yet. Of course these downloaded files have to come in the moodledata/lang folder
