Is there any plugin or option for Moodle that lets students highlight the contens of the course? As if they were studying it on paper?

Consider using “activity completion. “
This is not native to Moodle, but there is a website called Insert Learning (https://insertlearning.com/)-- can highlight text, insert a sticky note, and insert a question, Insert a discussion right on any webpage via the chrome extension.
If you go to the link above, you can demo it. I've not yet tried it in Moodle but I plan to test it out.
