Hi, Windows server does not comes with SMTP server with IIS installation, as Microsoft wants people to buy their mailing product that being Microsoft exchange, in older version of IIS, a basic mail server was included, that still can be accessed via IIS roles/features, but it will install older interface of IIS 6.0 to handle the mails.
alternatively, you can install a third party mail client like hMailServer (https://www.hmailserver.com/) or MailEnable (https://www.mailenable.com/) their standard edition is free, and will be more than enough for your requirements.
