I'm using moodle and it is great, but I need to limit the number of account that could be created by the manager for students and teachers. Is there a way to do this inside moodle? or there is some "core hack"?

At the moment I think there isn't an easy way for getting this, so you would need to change some Moodle core code. This was talked too some years ago at this forum thread: https://moodle.org/mod/forum/discuss.php?d=320875
