One teacher editing course content of another

Hi,

I am using Moodle 3.4/windows 2012 server/Mysql 5.7. In our setup we require all teachers to be able to edit and add / remove / modify course contents created by others. How this can be enabled. I have given Teacher roles system wide to all the teachers, still one teacher is not able to edit the course of another.

Have you enrolled them into the courses as a teacher?

No. Our setup is like this: 
  1.  We have 8 teachers 
  2. They only will create courses and add contents 
  3. Each teacher will keep on creating the courses, but during his/her absence, another teacher will continue adding contents to the unfinished course.
  4. Teachers are not permitted to modify roles 
  5. Teachers are given "Course creator" role throughout the system
