Hi, 

I need help my student can't edit their profile, I keep getting this message, even using the System admin.

Forbidden

You don't have permission to access /eLearning/user/profile.php on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

That's an apache (web server) error.  Check ownerships/permissions on /eLearning directories and files recursively but specifically 'user' directory and files contained there in.

How do you do that depends upon hosting and what you have access to/can do.
