I guess I should've found this information by myself, somewhere, but I just could not locate it even though I've spent quite a few hours on the site. Probably my needs are quite different:
I'm working and teaching in Georgia, Caucasus, and I think that adopting Moodle could help making better quality teaching accessible to students throughout the country (provided they manage to get online) and also to lecturers (I'm building a program to retrain them).
I would like to develop a course structured around basic professional skills, and I have a lot of experience of doing this in the classroom.
Now here's the question:
-- is it possible for me as an individual to upload Moodle onto a web site? Or does this require institutional-sized support, before it becomes viable?
Ideally I would like this to become a showcase to convince the organization, the larger universities and the local Ministry of Education to put some effort into programming a Georgian version, and then to use this as an innovative way of making better education available in the country.
At the moment, since my organization is a little underfunded and slow in picking up new ideas, I would have to finance this from my own pocket, so this is a practical restriction that keeps me from hosting it with one of the organizations/moodle.com, etc.
