Or, I want add ratings or define scales like 1,2,3,4,5. Once , Manager gets competencies for review , he will be rated on the basic of 1 to 5.
Employee will see his rating as lets say 4 once he click on competency.

You can create custom scales at Site Administration>Grades>Scales. When these have been created you can choose from them in the Competency framework settings and configure what is the default or proficient value.
